As the mists lift, a hint of the forbidden comes into view just 10 miles across the rough coastal seas. This is one of South Korea?s frontline outposts, located in the Yellow Sea near the Northern Limit Line, the very edge that divides blood brother and political foe North Korea.
But it was not always this way ? before the partition of North and South, the island group was one of four that belonged to the mainland province visible through the mists to the north, now part of an enemy state.
Though cut off from their brethren for six decades, some older island residents still recall a time when they could cross freely. On a cultural level, they carry on a culinary legacy by hosting some of the most authentic versions of a cold noodle dish that also belongs squarely to the North: mul naengmyeon.
On Baengnyeong, in simple restaurants, this icy concoction of buckwheat noodles, beef broth, thinly sliced radishes, and half a boiled egg, is served to a steady stream of island residents, tourists, and South Korean soldiers.
While many visitors are eager to catch a glimpse of the forbidden through binoculars, vestiges of lasting ties lurk beneath the surface of life here. Until relatively recently, visitors from North Korea were said to regularly drift across the precarious waters.

LAKE TAPPS, Wash. (AP) ? Neighbors of a Washington state man accused of gunning down 16 Afghan women and children in a nighttime rampage describe him as a family man, playing with his two kids outside his home.
Reporters swarmed a neighborhood in a rural, wooded community about 35 miles south of Seattle, as attorney John Henry Browne confirmed the suspect, his client, was Army Staff Sgt. Robert Bales from Lake Tapps, Wash.
“I just can’t believe Bob’s the guy who did this,” said Paul Wohlberg, a next-door neighbor who said his family was friends with the Bales. “A good guy got put in the wrong place at the wrong time … I never thought something like this would happen to him.”
Five days after the shooting, a senior U.S. official first confirmed Friday it was Bales, speaking on condition of anonymity because of the sensitivity of the investigation into an incident that has roiled relations with Afghanistan. Military officials had said throughout the week that it was policy not to release the name until charges were filed.
Kassie Holland, who lives next door, said she would often see Bales playing with his two kids and the family together at the modern split-level home.
“My reaction is that I’m shocked,” she said. “I can’t believe it was him. There were no signs. It’s really sad. I don’t want to believe that he did it.”
“He always had a good attitude about being in the service. He was never really angry about it. When I heard him talk, he said, it seemed like, yeah, that’s my job. That’s what I do. He never expressed a lot of emotion toward it.”
Bales has not yet been charged. He was flown Friday from Kuwait and arrived Friday evening at a military detention center at Fort Leavenworth, Kan., the military’s only maximum-security prison.
The Army said he was placed in his own cell, not a normal 4-person bay. He will get time out of his cell for hygiene and recreational purposes and religious support, if he desires
An Air Force cargo jet arrived at Kansas City International Airport, about an hour from the military prison, shortly after 9 p.m. Friday. Security was tight, with the terminal completely blocked off, and convoy of unmarked vehicles pulled off the tarmac and out of the airport.
Military officials say the soldier received sniper training and is assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division, which is based at Lewis-McChord and has been dispatched to Iraq three times since 2003.
“I kind of sympathize for him, being gone, being sent over there four times,” Beau Britt, who lives across the street. “I can understand he’s probably quite wracked mentally, so I just hope that things are justified in court. I hope it goes OK.”
Browne said his client was injured twice while deployed to Iraq. He suffered a concussion in a vehicle accident caused by an improvised explosive device, and sustained a battle-related injury requiring surgery that removed part of one foot. Browne said his client was “highly decorated.”
Browne said when the 11-year veteran heard he was being sent to Afghanistan late last year, he did not want to go.
“He wasn’t thrilled about going on another deployment,” Browne said. “He was told he wasn’t going back, and then he was told he was going.”
Bales and his wife purchased the Lake Tapps home in 2005, according to records. The home was placed on the market Monday, the day after the attack, and was listed at $229,000. Overflowing boxes were piled on the front porch, and a U.S. flag leaned against the siding.
Bales completed 20 hours of anger-management counseling following a 2002 arrest at a Tacoma hotel for investigation of assault. Browne said the case involved a woman other than his wife, whom he married in 2005.
Tacoma Municipal court administrator Yvonne Pettus provided a copy of the court docket, but said clerks could not immediately locate the case file, which is either in archives or destroyed. The docket shows that Bales pleaded not guilty, underwent the 20 hours of anger management treatment, and the case was dismissed.
Records also associated with Bales show that in 2009 he had a hit and run charge dismissed in municipal court in Sumner.
The staff sergeant arrived in Afghanistan in December. On Feb. 1 he was assigned to a base in the Panjwai District, near Kandahar, to work with a village stability force that pairs special operations troops with villagers to help provide neighborhood security.
On March 10, the day before the shooting spree, Browne said the soldier saw his friend’s leg blown off. Browne said his client’s family provided him with that information, which has not been independently verified.
Officials said Bales was wearing a NATO forces uniform, when he moved through the nearby villages of Alkozai and Balandi, barging into homes and opening fire on those inside, then burning some of the bodies. Nine of those killed were children. Eleven of the dead were from a single family.
A surveillance video captured by a blimp that surveys the area around the base shows that the soldier later approached the south gate of the base with an Afghan shawl covering the weapon in his hands, according to an Afghan official who was shown the footage by his U.S. counterparts.
In the video, the man walks up to the base, lays down the weapon and raises his arms in surrender.
The sergeant’s family says they saw no signs of aggression or anger. “They were totally shocked,” by accounts of the massacre, Browne said. “He’s never said anything antagonistic about Muslims. He’s in general very mild-mannered.”
The lawyer denied reports that the soldier had marital problems, saying he and his wife have a solid relationship.
Alissa Cinkovich, 45, has lived in the neighborhood for seven years, and said it was scary that he was living nearby.
“I would like to think he just went off his rocker because of the war,” Cinkovich said.
In a Cincinnati suburb, police were stationed around the home of someone believed to be a relative of Bales. Reporters were given a statement by police and encouraged not approach homes in the quiet Evendale neighborhood.
One police vehicle was parked on the block, while additional officers patrolled the area.
In a statement, Evendale Police Chief Niel Korte said the department was aware of information that a relative of the soldier may reside in the town. He believed that identifying the resident or address “may present a threat to their physical safety.”
The identification of the shooter quickly elicited a variety of reactions throughout Twitter. Some used social media to condemn Bales and called him a terrorist. Others called him a war hero who should not have been deployed to Afghanistan after serving three tours in Iraq. Others offered prayers for him and his family.

Nappanee Public Library Fine Arts Series

Our Library has had a strong track record of fostering the arts in our community for over fifteen years thanks to an annual event we call Spring Into Art.? What started out as a small exhibit showcasing the work of a handful of artists inside the Library has grown to a three-day festival off-site featuring over 50 artists selling their work, hands-on workshops, live demonstrations and entertainment, traveling exhibits, prize drawings and more.? My co-worker, Lindsay Brandon-Smith, and I have been the coordinators for the show for the past several years.? Our purpose is to promote artists, bring the arts to our community and raise funds for the Library.? Our city of about 10,000 is in the middle of Amish country with nary a museum nor gallery to be within 30 miles.
At the beginning of 2010, our new Director, Lissa Krull, made the decision to give the show a one-year hiatus in order to reevaluate and revive the program and give our local economy some time to recover.? Being in the heart of the recreational vehicle industry, our county?s unemployment rate has risen significantly, making fundraising a daunting task for many non-profit organizations.

Though we knew much work would need to be done to make Spring Into Art better than ever, we didn?t want the community to go without opportunities to explore the visual arts for an entire year. ?Our schools have also faced significant cuts in art education at all levels.? To fill in this gap, we began planning a series of small exhibits and activities to be held during our city?s Second Saturday events.
Our brainstorming session was held in March and yielded ideas for six monthly exhibits featuring work in a variety of media and beginning in May.? We would personally contact selected artists from our Spring Into Art roster for most of the shows.? All were more than willing to participate, and most also contributed class instruction and/or demonstrations to the Saturday programming.? For the final show, we sent out a ?call for artists? via email and other social media, opening it up to any area artist who wished to apply.? The offerings included exhibits of paintings, photography and ceramics and classes in photography, pottery and charcoal drawing.

We made use of a large and very ?bland? and underutilized landing outside our offices for the exhibits, transforming it into an attractive gallery space with three Pro Panels and three short track systems on the walls from Walker Systems.
Several demonstrations were also held within public spaces in the Library, juxtaposing our collection next to what we call ?art in motion.?? To keep our workload to a minimum and direct our efforts into planning Spring Into Art, we did not hold receptions for the shows.? However, viewers could learn more about the artists and their philosophies through biographies incorporated into the displays.

All work was marked for sale with thirty percent of proceeds benefiting the Friends of the Library.? Artists were asked to complete a simple inventory sheet and corresponding removable labels (provided) listing a unique inventory number, name, title and price.
One exhibit that stood out from the rest and received rave reviews was entitled ?Knee High Nappanee? and featured photography snapped by local children.? Kids could sign up for one of several short classes on photography basics on a Saturday in our Children?s Department.? After the class, each family was asked to photograph their world on a labeled disposable camera and return it to the Library by the next day.? We worked with our local CVS, who donated the processing, then hung and labeled all photos in clear acrylic sleeves from clips in our suspended ceiling tracking during the month of August.? The result had almost a kinetic installation feel with viewers walking through the hanging strips of pictures.? The kids were very proud of their work, and adults enjoyed seeing what the world looked like from a viewfinder three feet from the ground.
Helping promote talented artists and watching others enjoy their work and learn about the artistic process is truly one of my favorite parts of my job here at NPL.? Being an artist myself, I?m so proud that our small Library is able to serve as a cultural center for our residents and continue to inspire and engage through the gift of art.

Of all the local phone numbers she could have chosen, the 15-year-old girl picked one that belonged to a police detective. Police found the girl’s address by tracing her cellphone number.
The prank? To text: “I hid the body … Now what?” to a random phone number. The teen said she got the idea for the prank from a posting on the website Pinterest.
Police didn’t find the prank funny and say it tied up some of the department’s resources.
The girl was released with a warning.

Updated at 6:28 p.m. ET: KANDAHAR, Afghanistan — A U.S. service member shot dead at least 15 members of two Afghan families as well as a 16th person before turning himself in, officials said Sunday. U.S. officials said the soldier was a staff sergeant.
Some witnesses said more than one soldier was involved, but Afghan President Hamid Karzai in a statement cited only one shooter in what he?called “an assassination,”?adding that nine of the dead were children, and three were women.
The detained soldier has yet to be identified, but a senior U.S. defense official confirmed to NBC News that he is based at Joint Base Lewis-McChord, south of Tacoma, Wash. An official told the Associated Press that the suspect is a conventional soldier assigned to support a special operations unit of either Green Berets or Navy SEALs engaged in a village stability operation.
The soldier reportedly?left his base in the early hours Sunday and went to two villages just a few hundred yards away. He then opened fire on Afghan civilians sleeping in their homes, Minister of Border and Tribal Affairs Asadullah Khalid told Reuters. The service member entered three homes in the villages in Kandahar province, he said.
Twelve of the dead were from Balandi, said Samad Khan,?adding that 11 were from his family, including women and children. Khan was away from the village when the incident occurred. One of his neighbors was also killed, he said.
“This is an anti-human and anti-Islamic act,” said Khan. “Nobody is allowed in any religion in the world to kill children and women.”

Khan demanded that Karzai punish the American shooter. “Otherwise we will make a decision,” said Khan. “He should be handed over to us.”
The U.S.-led?NATO mission in Afghanistan?said?the soldier being held would remain in its custody.
Four people reportedly killed in?the neighboring?village were also from a single family, said a female relative who was shouting in anger. She did not give her name because of the conservative nature of local society.
“No Taliban were here. No gun battle?was going on,” said the woman. “We don’t know why this foreign soldier came and killed our innocent family members. Either he was drunk or he was enjoying killing civilians.”

Five were wounded in the incident, said Khalid, who is investigating the incident.

The BBC reported that the soldier was thought to have suffered a breakdown.
?Earlier, Afghanistan’s defense ministry told Reuters that “coalition forces” killed civilians in the shooting spree. NATO did not immediately comment on the report, which implied that there had been more than one attacker.
American and NATO officials apologized for Sunday’s shootings.
“I offer my condolences to the families and loved ones of those who lost their lives, and to the people of Afghanistan, who have endured too much violence and suffering,” President Barack Obama, who also spoke with Karzai,?said in a statement. “This incident is tragic and shocking, and does not represent the exceptional character of our military and the respect that the United States has for the people of Afghanistan.”
MSNBC military analyst Gen. Barry McCaffrey (Ret.) says the alleged shooting of Afghan civilians by a US soldier is a ‘further unraveling’ of relations between the US and Afghanistan.

NATO, meanwhile, called the attack “appalling” and said it was in no way part of its authorized activities.
“An investigation is already underway and every effort will be made to establish the facts and hold anyone responsible to account,” Lt. Gen. Adrian Bradshaw, deputy commander of the NATO-led International Security Assistance Force, said in a statement.?
5 Taliban detainees transferring out of Gitmo
Civilian casualties have been a major source of friction between Karzai’s government and NATO forces in Afghanistan.
“U.S. Forces-Afghanistan, in cooperation with Afghan authorities, will investigate this incident,” NATO said.
The killings happened in Panjwayi district,?about 22?miles west of Kandahar City. The district is considered the spiritual home of the Taliban and has been a hive of insurgent activity in recent years.
Anti-American sentiment is running high in Afghanistan and it may deepen once news of the shooting spreads.
Anger gripped the country after U.S. soldiers burned a large number of copies of the Koran at a NATO base last month. NATO said it was a tragic blunder.
Thirty people were killed in protests and Afghan forces turned their weapons on U.S. soldiers, killing six.
